Report on External Connection Issues in the Keio University's Information Network (August-September)

We would like to report on the issues and responses regarding the Keio University's information network that occurred on August 25 (Sunday) and September 9 (Monday) as follows.

1. Date and Time of Incidents

[First Incident] August 25, 2024, from 9:36 a.m.(JST) to approximately 10:56 a.m.(JST)
[Second Incident] September 9, 2024, from 9:50 a.m.(JST) to approximately 11:10 a.m.(JST)

2. Details of the Incidents

Communication between the Keio University's network (131.113.0.0/16, 2001:df0:eb::/48) and external networks was not possible.

3. Causes of the Incidents

[First Incident] Due to a configuration error in network equipment, during the replacement of core network devices, route advertisements for external connection lines (SINET, WIDE) unexpectedly ceased (at all four locations), resulting in loss of network reachability to Keio University from external sources.
[Second Incident] After addressing the first incident, countermeasures were implemented on each network device on September 5. However, a necessary configuration was missing in our environment, leading to a recurrence of the same situation on September 9.

4. Response Actions

The configuration error that directly caused the incidents has been corrected by September 10.
Additionally, deficiencies identified in the network infrastructure server (DNS) during these incidents have been addressed; external locations were upgraded by September 19, and the environment was established (and operations commenced) by September 24.

We sincerely apologize for any concerns caused by these incidents.
Moving forward, we will strengthen our operational systems to prevent similar occurrences and ensure careful management.
